GOAA Board Approves New Investments to Elevate MCO

ORLANDO, Fla. – The Greater Orlando Aviation Authority (GOAA) Board approved additional investments that advance a transformative vision for Orlando International Airport (MCO) and enhance the experience for millions of guests each year.
“We’re in a transformative period for MCO,” said Lance Lyttle, Chief Executive Officer of GOAA, which manages and operates MCO. “As we grow to meet record demand, we’re also reimaging how an airport can feel: welcoming, efficient, and forward-thinking. By investing in innovative solutions and modern designs, we’re building an airport experience that reflects Orlando’s global appeal and prepares us for the future of air travel.”
As part of this commitment, the Board authorized $4.5 million to expand the length of moving walkways connecting Terminal C to the Train Station facility and the soon-to-open Terminal C Rental Car Lobby. Expanded walkways will improve passenger comfort and efficiency along what will become one of Terminal C’s most heavily-used pedestrian corridors.
This investment complements an expanded walkway project that has been planned since before the opening of the Pedestrian Bridge, a $114 million project providing an enclosed walkway between Terminal C and the Train Station.
This project includes construction of a Rental Car Lobby (RAC), complete with counters, seating, restrooms, and concessions. The RAC Lobby will serve passengers who rent or return cars at Terminal C. On-site rental car companies will continue to provide services in Terminals A and B. As the world’s largest rental car market, based on gross revenue, MCO’s new Rental Car Lobby will accommodate Terminal C’s passengers, making the rental car airport experience as smooth as possible. Construction of the Terminal C Rental Car Lobby is scheduled for completion later this year.
Additional passenger conveyance within Terminal C, extending from Palm Court to Gate C230, is still being studied.
During Wednesday’s meeting, the GOAA Board also previewed the future design of gate areas in Terminals A and B, as part of a $351 million interior renovation program. These enhancements will refresh Airside 1 (Gates 1-29), Airside 3 (Gates 30-59), and Levels 2 and 3 of Terminals A and B, introducing new flooring, wall finishes, ceilings, and upgraded lighting.
In addition, all restrooms across the four airsides in Terminals A and B (Gates 1-129) will be refurbished, with expanded and new restrooms added to better serve passengers.
These projects are part of GOAA’s ambitious $5.9 billion Capital Improvement Program (CIP), which is a strategically phased through 2030. The program focuses on expanding capacity, modernizing facilities, and elevating the passenger journey at every touchpoint, today and well into the future.

MCO Collaborates with Air Cargo Professionals to Provide More Cargo Options

ORLANDO, Fla. – Orlando International Airport (MCO) is making way for More Cargo Options in 2026, as discussed earlier this week during an MCO Air Cargo Association Meeting that attracted a group of logistics and supply chain professionals from across Central Florida.
The meeting also brought together representing organizations from a cross-section of the industry, including international shipping corporations, domestic and international airlines, ground handling services, freight forwarders, construction and engineering firms, local and federal government officials, and other important stakeholders.
The Greater Orlando Aviation Authority (GOAA) MCO Cargo Association hosted the meeting, which included an overview of new developments and a discussion on how to make MCO more attractive to the air cargo industry.
“We want you to tell us what we can do to make Orlando International a better airport for air cargo because we want to diversify as an airport,” said Tod D. Willman, Assistant Vice President of Cargo Development for GOAA. “With our new Tokyo and Madrid services, and other new international services, we are truly becoming a gateway to the world, and more than just a leisure airport.”
While Orlando and surrounding areas are known for famous characters and world-class attractions, the area also has vibrant aerospace, simulation, life sciences, and educational ecosystems. These industries make MCO an ideal destination for cargo operations while offering a convenient location with easy access to the interstate highways and less congestion than other airports in the region. In addition, MCO offers an extensive domestic network and has 60 international origin and destination pairs that offer widebody belly capacity to Europe, South America, and the Middle East.
Diego Vergara Casado, Business Development Manager for Cargo Network Services (CNS), a subsidiary of the International Air Transport Association (IATA), was the featured speaker for the afternoon. Mr. Casado shared data that provided insight into global cargo industry trends in recent years, and how those trends will impact cargo operations in the coming year.

“By volume, air cargo accounted for less than 1% of global trade in 2024. But by value, air cargo accounted for almost 25% (of global trade). This is because air cargo is the preferred mode for high-value goods, such as semi-conductors, perishables, precious metals, and more.”
GOAA’s Vision, adopted by the GOAA Board in October 2025, includes the goal to develop at least one new cargo processing facility.

GOAA Board Approves Pathway for Airport Parking Garage Expansion Program
ORLANDO, Fla. – The Greater Orlando Aviation Authority (GOAA) Board approved a fresh, forward-looking vision for parking at Orlando International Airport (MCO), including the planning and development of two garage expansion projects designed to keep pace with Central Florida’s rapid growth.
The Terminal A Garage and Rental Car (RAC) Expansion project and New Terminal C Garage and Rental Car (RAC) Expansion project both build on strong public support for more parking options.
The Board previously removed a proposed Consolidated Rental Car (ConRAC) Facility project from the MCO Capital Improvement Program (CIP). The decision to forgo a single consolidated rental car facility is a shift toward more cost-effective projects and enhancements that can be delivered more quickly, while other options for a ConRAC are being explored.
“This decision is about listening to our customers, tenants, and our community, adapting to changing needs, and investing where it matters most,” said Lance Lyttle, Chief Executive Officer of GOAA, which operates Orlando International Airport. “By reenvisioning how we use existing land and infrastructure, we can deliver meaningful improvements faster, while keeping customer experience at the forefront of everything we do.”
Preliminary planning for the Terminal A Garage and the new Terminal C Garage expansions envisions multistory structures. These projects fit GOAA’s goals of increasing public parking by 8,000 spaces, with targeted openings in the year 2030.
Currently, approximately 1,500 spaces in the Terminal Top Parking Garage are being converted into Reserved Parking, allowing travelers to guarantee a parking space before arriving at the airport.
MCO is also currently installing a state-of-the-art Parking Guidance System in all 4 existing parking garages through a $13.9 million phased project. The Parking Guidance System will also be installed in the expanded Terminal A Garage and new Terminal C Garage. Once complete, the system will provide real-time availability information for guests on FlyMCO.com, the MCO App, digital signage at roadways and entrances, and within the garages.
The Parking Guidance System is expected to be operational in the existing Garage C in first quarter 2026, with installation continuing in Garage A, Garage B, and Terminal Top Garage through Summer 2027.
These significant investments in parking improvement projects are part of a new era of growth and guest-focused enhancements. MCO’s $5.9 billion Capital Improvement Program (Fiscal Year 2025-2030) includes:
- Expanding parking capacity
- Baggage handling system improvements
- New and upgraded gate areas
- Modernizing Terminal A and Terminal B
- Renovating and adding new restrooms, seating areas, retail shops, and restaurants
- Installation of state-of-the-art technology to improve the journey through MCO.

GOAA Closes 2025 with Several Industry Awards, Accolades
In 2025, Orlando International Airport (MCO) further established itself as an aviation industry trendsetter, earning several accolades throughout the year that ranged from “Best Website” for a large airport to nationally recognized accreditations. It also stretched its wings as an international gateway by providing nonstop service to some of the world’s most sought-after destinations, including Tokyo and Munich.
Airline carrier ZIPAIR began ticket sales in December for nonstop charter service to Tokyo, which is scheduled to begin its Orlando-Tokyo route in February 2026. It is the first time a Florida airport has offered passenger air service to the Asia-Pacific. Nonstop air service to Munich, through Discover Airlines, began March 5, 2025.
In addition, 2025 saw the first-ever year-round service to Madrid, with Iberia, and a relaunch of air service to Paris with Air France.
“Air connectivity is the lifeblood of an airport,” said Lance Lyttle, CEO of the Greater Orlando Aviation Authority, which operates Orlando International and Orlando Executive airports. “Increasing the number of nonstop international destinations to Orlando, which is itself a world attraction, marks significant economic benefits for our region and is an ideal way to kickstart 2026.”
MCO continues to see an uptick in the number of international passengers it serves with an estimated 600,000 more international guests than in 2024 – the fifth consecutive year the airport has seen an increase.

AWARDS
- Best Website. MCO was named the 2025 Winner for “Best Website” (FlyMCO website) during the 2025 Airports Council International – North America (ACI-NA) conference for Marketing, Communications, and Customer Experience.
ACI-NA also honored MCO as a Finalist in the categories of Advancements in Accessibility and Customer Experience Programs for Large Airports, recognizing the airport for delivering world-class customer experience to its nearly 58 million passengers.
- Highest Regard for Customer Service. Airport Experience News recognized MCO as the “Airport with the Highest Regard for Customer Service.” The award honored GOAA’s commitment to delivering exceptional service to tenants, employees, passengers, and guests. It also recognized the dedicated employees and partners who consistently provide authentic hospitality, cultivating a strong sense of pride and community within the airport.
- USA Today’s Best Rankings. USA Today awarded Orlando International Airport three “Best” spots based on rankings from a national audience of readers. MCO ranked in the Top 5 for Best Large Airport, Best Airport Dining, and Best Airport Shopping.
INDUSTRY RECOGNITIONS
- Emergency Management Accreditation. Orlando International Airport received accreditation through the prestigious international Emergency Management Accreditation Program (EMAP), remaining the only airport system in the world to achieve the highest emergency management standard.
To obtain EMAP accreditation, applicants must demonstrate that its program meets the Emergency Management Standard through self-assessment, documentation, and peer assessment verification. Agencies are judged against 64 industry-wide standards, which assess and cover Program Management, among other areas.
- Airport Customer Experience Accreditation. MCO also landed the esteemed Airport Customer Experience Accreditation from Airports Council International (ACI), reaffirming its position as a global leader in delivering exceptional customer experiences.
The accreditation evaluates global airports on key pillars, including Customer Understanding, Strategy, and Measurement and reflects MCO’s unwavering commitment.
- The Triple Crown. The Government Finance Officers Association (GFOA) awarded the Aviation Authority with three distinct recognitions that speak to financial soundness and fiscal responsibility.
The Certificate of Achievement for Excellence in Financial Reporting for the FY 2024 Annual Comprehensive Financial Report (ACFR) and a certificate for the Popular Annual Financial Reporting Award for the FY 2024 Annual Report were both given to GOAA, along with the association’s Budget Award.
These honors represent GFOA’s “Triple Crown” — a distinction earned by entities that receive all three awards in a single fiscal year.
EMPLOYEE RECOGNITIONS
- Game Changer. Vicki Jaramillo, Chief Commercial Officer, was named a “Game Changer” by the Orlando Business Journal.
The publication recognizes those who have made significant contributions to Central Florida, selecting Jaramillo for her diligent and tactical work in recruiting airline service between Orlando and global destinations, including Tokyo – the first ever for a Florida airport.
- Property Manager of the Year. Tracy Conner Harris, Vice President of Concessions, was named Property Manager of the Year by Airport Experience News. The honor is a testament to her exceptional leadership, dedication, and forward-thinking approach to airport concessions.
Tracy is currently leading a full transformation of the concessions experience at Orlando International Airport with the implementation of the MCO Concession Master Plan, which will give visitors more options to shop, sip, and dine.
- Leadership Award. The Florida Airports Council selected Kevin Thompson, Assistant Vice President of Planning, as the recipient of the 2025 Aviation Leadership Award. The Aviation Leadership Award recognizes an airport member who has made significant contributions to the Florida Airports Council, its committees, and to Florida’s aviation system.
During the past three years, Kevin has been a propelling force behind the integration of Advanced Air Mobility (AAM) into Florida’s airport system and has helped to position Orlando International Airport as a contender for landmark vertiport development and operations.
- Certified Members: Juliana Pena Perez, Assistant Vice President for Air Service Marketing, Darren L’Appanna, Manager for Air Service Development & Business Development, and Donald Garcia, Supervisor for ORL Operations, have received their Certified Member designation from the American Association of Airport Executives (AAAE). The AAAE is the largest professional organization for airport employees.
The CM designation signifies broad knowledge of airport operations, including security, finance, construction, environmental, planning, concessions, marketing, emergency response, noise, and other key areas.
Darren also was recognized with the 2026 Business Travel Service Award from the Global Business Travel Association (GBTA).
- Certified Professional Public Buyer. Gabriel Sangiovanni, Senior Procurement Agent, obtained his Certified Professional Public Buyer designation and his Certified Contract Management Associate from the Universal Public Procurement Certification Council, which validates model standards for procurement administration.
- Global Leadership Appointment. Scott Goodwin, Assistant Vice President for Airport Operations, was appointed as Captain of the Future Travel Experience’s Baggage Innovation Working Group, a prestigious leadership role in recognition of his expertise and contributions to the aviation industry.
He is the only appointee representing an airport from the Americas.
Future Travel Experience is a global, elite industry consortium that unites airlines, airports, technology providers, and supply chain innovators to revolutionize baggage handling.
- Industry Board. Tianna Dumond, Senior Vice President of Internal Audit, was elected Vice President of the Information Systems Audit and Control Association (ISACA), a global nonprofit organization committed to advancing best practices in information systems governance, risk management, and cybersecurity.
As Vice President in the organization’s Central Florida region, she attended the Global Leadership Summit held in London, where leaders from 92 countries were in attendance.
UPDATED COURSE OF ACTION
In addition to these recognitions, the Greater Orlando Aviation Authority Board in 2025 approved CEO Lance Lyttle, who joined GOAA in April, and staff to set course on an ambitious vision that will guide the future of Orlando International and Orlando Executive airports during the next decade.
The vision is built around four foundational pillars: Customer Experience, Community, Infrastructure, and People. As the busiest airport in Florida, and one of the busiest in the United States, MCO continues to experience strong travel demand. ORL serves as the region’s premier general aviation facility and primary reliever airport for MCO.
Some of the multi-year goals include:
- Supporting all activities and projects necessary to attain a 5-star Skytrax rating, a global rating system that ranks airports on quality of service and other standards.
- Developing at least one new cargo processing facility and completing an FAA-approved on-airport AAM vertiport by 2030, designed to accommodate multiple commercial operators and support the future of air mobility.
- Increasing available public parking by 8,000 spaces and completing the construction of a new Baggage Handling System for Terminals A & B.
- Launching a fully operational Business Incubator at MCO to drive innovation and strategic growth, including increasing the number of small businesses working with MCO by 40%.

Orlando International Airport to Welcome Record Number of Passengers this Winter Holiday Season
Orlando, Fla. - Orlando International Airport (MCO) is preparing for what could be a record-breaking holiday travel season, with nearly 3.1 million passengers expected to arrive and/or depart during the Christmas and New Year’s travel period.
The travel season, which begins Friday, December 19th, and runs through Monday, January 5th, 2026, shows an increase of 2.6 percent in overall passenger traffic.
The busiest day will be Saturday, January 3rd, with approximately 196,212 total passengers arriving and departing MCO. Sunday, January 4th, comes in second with 195,960 travelers.
With expected record traffic at MCO, passengers are encouraged to heed the following suggestions and tips to help save time and enhance their overall travel experience.
Holiday Travel 2025
Time-Saver Tips:

Arrive at least three hours in advance of your flight at MCO to allow time for parking, ticketing and security processing. You should be at your gate one hour before boarding.

Check with your airline prior to arriving at the airport for the latest status of your individual flight or download the Orlando MCO app for real-time flight information via iPhone or Android.

Use the Reserved Parking feature, which guarantees you a parking space without having to search for an available spot. Parking Reservations are limited at peak times.

Passengers without TSA PreCheck or CLEAR+ can book a time to go through airport security using the free MCO Reserve service.
Smarter Travel:

When traveling with gifts, the Transportation Security Administration (TSA) recommends not wrapping them beforehand. TSA officers will open wrapped packages for inspection.

As always, adhere to the TSA 3-1-1 rules. No fluids or gels over 3.4 ounces, place them in one quart-size bag, and only one bag per traveler.

Avoid tying ribbons, scarves, or other attachments to checked luggage. These items can get caught in the airport’s automated baggage handling system, obstructing barcode scanners and potentially causing your bag to miss its flight. See our Baggage Etiquette video.

Double check your carry-on luggage for any weapons before arriving at the airport. If you are found with a weapon during screening, you will miss your flight and could face hefty TSA fines.

Do NOT make any light-hearted jokes about explosives during any point in your travel journey.

Tape a card with your name and contact information on all your electronic devices.

If traveling with a pet or comfort animal, bring a leash. The pet will need to be on a leash while the animal and carrier are properly screened by TSA.

Remember, curb parking is not permitted. Unattended vehicles will be towed.

When picking someone up from MCO, take advantage of the Cell Phone lots. These special lots, located in the north and south on airport property, allow you to park in a secure location with restrooms and amenities such as free Wi-Fi while waiting for your party to arrive. Parties should be picked up once they land and retrieve their luggage.

Take advantage of last-minute sales and gift ideas, even on Christmas Day, at one of our dozens of retail concessions. Some vendors even offer express shipping, so you don’t have to worry about carrying the present with you.

CONSTRUCTION NOTICE
Orlando International Airport is in the midst of a multi-year Gate Link Replacement project, replacing aging infrastructure with state-of-the-art technology to deliver a smoother, faster, and more reliable passenger experience.
Construction activity is currently underway near Gates 100-129 (Avelo and Southwest).
During normal operations, most passengers should experience less than 15 additional minutes in their journey, even during peak holiday periods. From time to time, especially overnight, travelers will use shuttle buses as part of their journey through the airport. Travelers using rental car or ground transportation services are encouraged to allow an additional 30 minutes in their pickup planning.

GOAA Board Approves $26 Million Expansion Project

Orlando, Fla. – The Greater Orlando Aviation Authority (GOAA) Board approved a major redevelopment agreement that will deliver a new state-of-the-art terminal and expand hangar facilities at Orlando International Airport (MCO). This investment will significantly enhance corporate and general aviation capacity, reinforcing Central Florida’s position as a global destination for business, tourism, and innovation.
The Board approved a $26 million investment by Lake Nona-based Signature Aviation to modernize and expand hangar facilities on the west side of MCO. The project goes hand in hand with the Aviation Authority’s new vision, pledging to attain optimum level of service for all airport facilities, and strengthening the Airport Authority’s role as a driver of economic growth and innovation.
The approved development includes a new 8,000 square foot, state-of-the-art Fixed Base Operator (FBO) terminal, replacing the existing facility built in the 1980s, and redefining the arrival experience for corporate and private aviation guests. The project also includes the construction of two new 40,000 square foot aircraft hangars, adding much-needed hangar capacity to support growing corporate aviation demand.
When complete, Signature Aviation will lease more than 1.3 million square feet of aeronautical land from GOAA under a 30-year agreement, creating long-term value for the region while supporting business aviation, job creation, and private investment. The project is expected to be completed by Fall 2028.

Signature Aviation has served as a Fixed Base Operator (FBO) at Orlando International Airport since May 1996, making it one of GOAA’s longest-standing aviation partners.
This MCO expansion also aligns with GOAA’s broader strategy to strengthen aviation infrastructure across Central Florida and meet growing demand for corporate and general aviation facilities. At Orlando Executive Airport (ORL), multiple transformative projects are underway that will collectively add more than 250,000 square feet of new hangar space.
Development is progressing on Sky Harbour Group’s $40 million campus development, which will deliver nine new hangars totaling 203,000 square feet, while Sheltair Aviation is adding an additional 65,000 square feet of hangar space, bringing its total leasehold at ORL to nearly 430,000 square feet of hangar and office space.

During Wednesday’s meeting, the GOAA Board also approved another expansion of Phase 2 under the MCO Concession Master Plan. The latest addition of restaurants and markets that will be available include:

- Citrus Market featuring Winery and Tasting Room powered by Brewlando
- Freddy’s Frozen Custard & Steakburgers
- McDonald’s
- Plum Market
- Raising Cane’s
- Velvet Taco
The three-phased project will offer guests a wide variety of shopping and dining opportunities from national brands and local favorites, including healthier dining options and experiences that reflect Central Florida’s character. From legacy Orlando restaurants to innovative new concepts, travelers can shop, sip, and dine in modern and welcoming spaces.
A full list of retail stores and restaurants, as well as renderings, announced so far for the Concession Master Plan are available on the Elevating MCO website. The projects listed on this website are part of Orlando International Airport’s $5.9 billion multi-year Capital Improvement Plan.

Popular 'Experience MCO' Program Returns
World-class shopping and dining are once again available to non-travelers at Orlando International Airport (MCO), thanks to the return of the popular Experience MCO Visitor Pass Program, which offers even more to explore. Beginning today, guests can apply to visit the post-security areas of Terminal C as well as Terminals A & B, a first for the program.
In the wake of the initial popularity of Experience MCO, the Greater Orlando Aviation Authority (GOAA) paused the program to assess the operational feasibility and staffing. With the relaunch, the guest privilege will be extended to all terminals. MCO is now accepting applications and interested parties may apply here: https://flymco.com/experience-mco-visitor-pass-program/
“Orlando International Airport is pleased to welcome the return of non-ticketed guests to eat at our restaurants, explore our retail concessions, or simply spend quality time with a traveling loved one,” GOAA CEO Lance Lyttle said. “We thank our partners with the Transportation Security Administration for their assistance with the program’s re-implementation now in place across our entire campus.”
Experience MCO Visitor Pass Guests may only enter the post-security area during their approved timeslot. Timeslots are available between 10:00 a.m. and 4:00 p.m. Guests may apply up to seven days in advance and must exit the post-security area by 8:00 p.m.
Pass availability is limited. Guests are required to provide their personal information exactly as it appears on their TSA-approved identification (passport or REAL ID).
Applications will be processed at midnight on the day of the requested visit. Approved guests will need to present both their digital Experience MCO Visitor Pass and their TSA-approved identification to clear the security checkpoint.
Experience MCO Visitor Pass Program guests will be subject to the same security regulations as ticketed passengers and must comply with all TSA screening procedures, including prohibited items and liquids. At this time, Visitor Pass users must use the Standard screening lanes. Expedited screening is not permitted.

Orlando International Airport Recognized for 'Best Website,' Customer Experience Programs

ORLANDO, Fla. – Orlando International Airport (MCO) was named the 2025 Winner for Best Website (FlyMCO website) and recognized for delivering world-class customer experience to its nearly 58 million passengers during the 2025 Airports Council International – North America (ACI-NA) Excellence in Airport Marketing, Communications, and Customer Experience Awards.
Known as one of the most respected award programs in the aviation industry, this year’s competition drew nearly 400 entries from airports of all sizes across the United States and Canada.
The 2025 Best Website recognizes the airport that delivers exceptional design, accessibility, and user-friendly digital experiences. Both the FlyMCO website and Orlando MCO app provide users welcoming, intuitive, and real-time information, including flight status, security wait times, parking availability, wayfinding and directions, concession options, and accessibility resources.

These honors recognized the “Memories Created in Orlando” buttons program and Annie’s Space Sensory Room. Opened in 2025, Annie’s Space Sensory Room is intended for travelers withs sensory sensitivities and their families, providing a safe and calming environment to help manage sensory overload. Located in Terminal A, Level 3, Annie’s Space Sensory Room is open daily 7:00 a.m. – 9:00 p.m.
The “Memories Created in Orlando” button program invites visitors to celebrate special occasions, share their love for MCO, and to take home a unique keepsake that highlights their experience in Orlando. Whether it’s a first trip, a birthday celebration, or simply the joy of traveling, this program offers a memorable way to mark the occasion and carry a piece of MCO wherever they go.
Special-edition buttons are available at pre-security Information Booths from 4:30 a.m. – 11:00 p.m. daily.

Performers Deck the Terminals with Live Music at Orlando International Airport
Magic of Bronze, a community handbell ensemble, performed in MCO’s atrium in 2024 and is scheduled to return on December 20th.
Orlando, Fla.- The countdown to the holidays is underway at Orlando International Airport (MCO). Passengers at Florida’s busiest airport will experience the festive atmosphere throughout the terminal complex with colorful holiday decorations and 21 musical and entertainment acts performing throughout the month of December.
“Holiday travel can be busier than usual, but it is our hope that a daily showcase of local talented performers can uplift spirits and enhance the overall travel experience for our millions of travelers,” said Lance Lyttle, Chief Executive Officer of the Greater Orlando Aviation Authority.
Traditional Central Florida holiday entertainment ranging from Dickens Carolers to Latin Jazz is a direct reflection of the pillars that make up MCO’s core values of Community, Customer service, Infrastructure and People.
